  • upholds Nation-to-Nation relationships
  • strengthens consultation standards by codifying Free, Prior, and Informed Consent (FPIC)
  • recognizes the UN’s Declaration on the Rights of Indigenous Peoples 
  • addresses Tribal concerns regarding jurisdictional authority
