The Commission for Sustainable Development (CSD) is the United Nations (UN) department responsible for following up commitments made at the 1992 Rio de Janeiro Earth Summit (Agenda 21) and at the 2002 World Summit on Sustainable Development (WSSD) (Political Declaration, Johannesburg Plan of Implementation (JPOI), Partnership Proposals).

April 21, 2005 CSD Conderence NYC-Representing Indigenous People, Tom Goldtooth, Indigenous Environmental Network, called for recognition of the right to self-determination in the CSD-13 outcome document.

The first 2-year cycle was focused on water, sanitation and human settlements.

April 2003-April 2004 was the review year evaluating progress made in implementing commitments and identifying obstacles and constraints. From April 19-30, 2004, the CSD had a meeting with all the countries of the world to discuss the review year issues. This was called the 12th Session of the CSD, or CSD-12.

April 2004-2005 was the policy year identifying measures to speed up implementation and mobilize action to overcome obstacles and constraints and build on lessons learnt. From April 11-22, 2005, the CSD had a meeting with all the countries of the world to discuss the policy year issues. This was called the 13th Session of the CSD, or CSD-13.

The April 2004 session was the first time officials will meet since WSSD to assess progress towards the UN development goals to consider what new action is required for governments to meet their commitments.

The goal of CSD-13 was to build on the progress made during the “review session” at CSD-12 and adopt policy decisions that will enable the implementation of practical measures and options related to the three thematic areas. The main aim of CSD-13 therefore is to mobilize action by all stakeholders and major groups (Indigenous Peoples are a major group) at all levels for the further implementation of Agenda 21 and the Johannesburg Plan of Implementation (JPOI).

Both CSD-12 and CSD-13 had the participation of Indigenous Peoples. There is an Indigenous Peoples Caucus (IPC). The IPC is one of nine Major Groups within the CSD process. The CSD process welcomes interactive dialogue with Major Groups, including an opportunity for interactive dialogue with High-Level Ministers during the second week of both Sessions.

Included below, are documents of the "interventions" (statements) made by members of the IPC. It is the protocol of the IPC that all interventions represent the IPC. However, recognition is provided to the Indigenous person and their organization that is presenting the intervention. It has been extremely difficult to get countries (G77/China, European Union and most especially the U.S.) to support the mention of "Indigenous communities" or "peoples" within the negotiated text. Most State responses are that we are already included within the definition of either "stakeholders" or "major groups".
